The second leg of Haryana Vidhan Sabha’s budget session will commence on Friday and will continue till March 22. While the focus of the second part of the Budget Session will be on demand for grants and passage of the State Budget, the opposition parties — Congress and INLD — have chalked out a strategy to corner the Government on the burning issues of the state. At the same time, the ruling party has prepared a complete blueprint to counter the allegations.
Chief Minister Manohar Lal Khattar had presented the budget on February 23 and replied in the House after discussion on the Governor’s address. On Friday, the session will begin with the Question Hour and many issues will echo in the House during the Zero Hour. Later, budget estimates will be discussed and there may be an uproar regarding the increasing debt on the state.
Vidhan Sabha Speaker Gian Chand Gupta said that all the legislators will get an opportunity to discuss the budget.
Appealing the legislators to closely understand the techniques of legislative work, he said that the members of all the parties will have to fulfill their responsibility to ensure that the time of the House is fully utilized in the public interest. Calling attention motions should be raised only on matters of immediate importance, he opined.
The Speaker said that there will be a comprehensive discussion on the budget on March 17, 20, and 21. There will be holidays on March 18 and March 19. The Chief Minister will give detailed answers on March 21, and March 22 has been fixed as the day for legislative business, he added.
Gupta further said that 339 starred questions from 52 MLAs and 185 unstarred questions from 21 MLAs were received by the Vidhan Sabha Secretariat for this session. Along with this, 71 calling attention notices, two adjournment motions, two private motions, two short term motions have also been received from the MLAs. The secretariat has also received a private member's bill and draft of six bills from the Government, he added.
