The Chhattisgarh High Court, Bilaspur, on Monday slapped a notice on Governor Anusuiya Uikey for the alleged delay in okaying the reservation bills.
Advocate General Satish Chandra Verma told The Pioneer that a bench of Justice Rajani Dubey has sought an explanation from the Governor.
Senior advocate Kapil Sibal and Verma himself pleaded on behalf of the Chhattisgarh government, he said.
It was pleaded that the Governor has only three options: she signs the bill, returns the bill to the state Assembly or forward it to the President of India.
The official said the court was told that keeping a bill hanging violated the Constitution.
The state Assembly in December passed the bills which contain provisions to hike quota on jobs and admissions to 76 percent.
The bills are pending with the Governor.
