Cabinet approves new promotion rules for govt employees

The State Cabinet on Tuesday took several significant decisions to strengthen the administrative and developmental framework of the state. Among the key approvals was the Madhya Pradesh Public Service Promotion Rules, 2025, aimed at ensuring representation and safeguarding the interests of Scheduled Castes (SC) and Scheduled Tribes (ST) while enhancing administrative efficiency.

The new promotion rules provide for 20 percent reservation for STs and 16 percent for SCs. They also make room for merit-based promotions and introduce advance Departmental Promotion Committees (DPCs), allowing selection lists for next year’s vacancies to be prepared in the current year itself. Seniority will be a key factor, and in the case of Class I officers, the principle of merit-cum-seniority will be applied. The rules clearly define eligibility and ineligibility criteria and allow for review DPCs where necessary. Elimination of the rotation system is expected to create more promotional opportunities. DPCs will be empowered to determine suitability, and Class IV employees will be considered for promotion solely on the basis of suitability, without any marks-based evaluation.

To avoid delays, partial service in a year will be considered as full qualifying service, and even partial Annual Confidential Reports (ACRs) will be valid. In case of delayed promotions due to unavailable ACRs, seniority will be preserved once the promotion is granted. Vacancies arising from deputations or unforeseen circumstances will be filled using existing selection or waiting lists. Promotions will not be stalled merely due to sealed show-cause notices prior to DPC meetings. The provisions are designed to ensure that every available post is filled fairly, efficiently, and with adequate representation. These reforms are expected to result in the creation of approximately 2 lakh new posts across departments.

The Cabinet also approved a proposal for the establishment and operation of 459 new Anganwadi Centres in special tribal areas under the PM-JANMAN program as part of the Saksham Anganwadi and Nutrition 2.0 scheme.

The decision includes approval for 459 honorary posts each for Anganwadi Workers and Helpers, and 26 regular supervisory posts. The total estimated cost of this initiative is Rs. 143.46 crore, to be spent from the financial year 2025–26 to 2030–31, with Rs. 72.78 crore funded by the central government and Rs. 70.68 crore by the state.

In a significant step toward strengthening power infrastructure, the Cabinet sanctioned Rs. 5,163 crore for ongoing and upcoming capital works under Madhya Pradesh Power Transmission Company Limited (MPPTCL) for the period 2025–26 to 2029–30. The funding will be arranged through 20 percent equity from the state government and 80 percent from financial institutions and banks. The sanctioned amount will cover a wide range of projects, including the construction of new substations, transformer capacity enhancements, conversion of existing power lines, upgrades to the SCADA system, power arrangements for Simhastha–2028, and infrastructural improvements to ensure uninterrupted power supply in various regions of the state.

Further, the Cabinet gave its nod to the establishment of District Treasuries in the newly formed districts of Pandhurna, Maihar, and Mauganj to improve fiscal management and administrative reach at the district level. The Cabinet meeting commenced with the singing of Vande Mataram.
