Marandi claims retaining of ‘retired’ DGP ‘unconstitutional’

Saturday, 03 May 2025 | PNS | Ranchi

BJP State President and Leader of Opposition Babulal Marandi today targeted the state government claiming that Jharkhand is constitutionally without a DGP for the last two days, not only this, the post of DGP of ACB, CID and Police is vacant in Jharkhand.

He said that the instructions and decisions being given by Anurag Gupta are completely unconstitutional in the light of the instructions of the Home Ministry of the Government of India. He said that how can any government entrust the security of its state and public to an IPS officer who is accused of corruption, bias and fraud?

Marandi said that the list of allegations against 1990 batch IPS Anurag Gupta is very long. During the Bihar era, a case was registered against him in Magadh University Police Station case number 64/2000.

Under section 420,467,468,471,474,109,116,119,120(B) and 201 of IPC AND section 13 of prevention of corruption act.

He said that as far as I remember, during the last days of my tenure as Chief Minister, a request letter for prosecution sanction in that case had also come from Bihar. I do not remember what happened next on that.

He said that Hemant Soren himself kept him suspended from 24 February 2020 to 9 May 2022 (26 months).

But during this period, the closeness between Hemant Soren and Anurag Gupta grew so much that as soon as the suspension period ended, Hemant Soren appointed Anurag Gupta back in Jharkhand.

It was said that when Hemant was curious to know the reason for his hatred for Anurag Gupta suddenly turning into closeness, it was revealed that the condition of his appointment was that he would have to manage the ED cases in Jharkhand and pressurize the witnesses who expose the government's corruption by filing false cases against them. This unbroken partnership has been going on since then. Otherwise, there was no dearth of senior and qualified IPS officers in the Jharkhand administration, neither before nor today.

It was said that with the efforts of Anurag Gupta, three cases were registered with the police to scare the ED officers and stop them from working. The High Court had to put a stay on the investigation and action on them.

Recently, three ED witnesses were sent to jail by filing a police case. Some state service officers, on whose statements and action the ED acted and caught big fishes, such officers are being pressurized to speak against the ED by taking action against them through ACB and police.

He said that what is the reason that from January 2025 till now, ED has sent a request to the Jharkhand government for prosecution sanction on more than ten government people including Pooja Singhal, Chhavi Ranjan, Alamgir Alam. But the Jharkhand government has not given sanction in any case so far.
