Nilamber Pitamber university got a setback to its drive to engage manpower from the outsourcing agency. The university had floated a tender under two bid system technical and financial ones on 1.4. 2025.
It had invited bidding from the experienced, reputed and registered agencies/ firms/ companies for 'supply of manpower at the university and all its constituent colleges.'
The NPU is struggling with an acute shortage of fourth grade staff. There are 235 sanctioned posts of the fourth grade staff.As against 235 sanctioned posts,only 28 are working.A fleet of 207 sanctioned posts lie vacant here.
However one outsourcing agency identified as Cobra Industrial Security Force (CoISF) meanwhile reached the High Court of Jharkhand at Ranchi against the floating of the tender dated 1.4. 2025 in regard to supply of manpower.
The High Court issued a notice to the counsel of the Nilamber Pitamber university stating 'there shall be the stay of all further proceedings pursuant to the tender floated. The Pioneer has a copy of this notice of the HC.
The HC has issued notice in a writ petition 4034/ 2025. The notice bears the date as 17. 4. 25.
The outsourcing agency CoISF has made two officials of the university - the registrar and CCDC (convener of college development council) respondents in this writ petition.
The petitioner here the CoISF has contended that the university had awarded the work of supplying man power to this university to it.
An agreement to this effect between the university and this outsourcing agency was reached on 25.1.25.The agreement so reached was valid for one year prima facie.
The petitioner agency further contended that the university in the meanwhile floated a tender without issuing 'work order' to it.
The Jharkhand High Court took cognizance of the writ petition and issued the notice to the counsel of the university. Again this case is now listed on 26.6.25.
This correspondent spoke to the Vice Chancellor of the Nilamber Pitamber university Dr Prof Dinesh Kumar Singh today.
The VC said "There has come a stay of all further proceedings pursuant to the tender floated by us for the supply of manpower."
"The matter is listed on 26.6.25. I will speak to our counsel to know more about it." added the VC.
"The university will file counter affidavit. The High Court has asked for the counter affidavit. University counsel will do this" told the VC.
On being asked as to when this petitioner outsourcing agency had an agreement with the university but was not given 'work order' by the university, then how come this outsourcing agency was cold shelved and a new tender was floated to which the VC said "Let me find out. Any more comments at this point of time will be premature."
University sources said the stay of all proceedings by the High Court in regard to the supply of manpower is set to adversely affect the day to day work of the university and its constituent colleges grappling with the severe crunch of human resources.
The incharge registrar Dr S K Mishra said the university will now to fend for itself with whatever manpower it has at its disposal following the stay of all proceedings by the HC.
