CISF strengthens maritime security for blue economy

The Central Industrial Security Force (CISF) is set to play a major role in strengthening India’s maritime and coastal security framework after being designated as a Recognised Security Organisation (RSO) under the International Ship and Port Facility Security (ISPS) Code.
The move, aligned with Union Home Minister Amit Shah’s vision for a technology-driven and collaborative security architecture, is aimed at supporting India’s Blue Economy 2.0 vision and Amrit Kaal 2047 goals.
Under the new mandate granted on May 6, 2026, CISF will conduct Port Facility Security Assessments (PFSAs) and prepare Port Facility Security Plans (PFSPs) for 264 ports across the country. During 2026-27, security assessments of 27 major and non-major EXIM ports will be carried out in the first phase.
To build specialised expertise, CISF has partnered with premier institutions such as Rashtriya Raksha University, Indian Register of Shipping and Indian Maritime University for advanced maritime security training. While 45 officers have already completed specialised courses, another 90 personnel are currently undergoing RSO training. Once completed, the force will have nearly 135 trained RSO consultants capable of independently conducting specialised port security assessments and consultancy assignments nationwide.
In line with the Home Minister’s directions, CISF has also launched standardised training programmes for Private Security Agencies and personnel from government agencies engaged in port security. So far, 2,123 private security personnel and 124 personnel from Coastal Police organisations and State Security Forces have completed the training.
Further strengthening coastal security, CISF has developed a security template for fishing harbours, fish landing centres and fishing points, while guidelines are being prepared to improve monitoring and compliance across the coastal ecosystem.
The Government has also approved the establishment of the Bureau of Port Security under the Merchant Shipping Act, 2025, where CISF is expected to remain a key stakeholder in maritime security planning and capacity building initiatives.
