DK Tiwari to be the new CS of Jharkhand

Election Commission of India (ECI), on Saturday, cleared the name of 1986 batch IAS officer Dr. DK Tiwari for the post of new Chief Secretary of Jharkhand.

With 1985 batch IAS officer Sudhir Tripathi retiring from the post of CS on Sunday Dr. Tiwari would now hold the topmost bureaucratic post in the State.  Tiwari is currently posted as the Development Commissioner of Jharkhand.

Born in 1960 in Mahoba, a town situated in Bundelkhand region of Uttar Pradesh, Tiwari holds a degree in MBBS and LLB along with a master’s degree in economics.

After completing his school education from Mahoba and then Lalitpur in UP, Tiwari took admission in MBBS course at King George's Medical College, Lucknow in the batch 1977-82. This was followed by him getting an LLB degree from Chhotanagpur Law College in Ranchi and then a Masters of Arts in Economics from University of Manchester, United Kingdom in the batch 1998-99.

After cracking the Union Public Service Commission (UPSC) examination in 1986, he was selected for Indian Administrative Service and joined as an officer in the undivided State of Bihar. He continued serving in Jharkhand after the division of Bihar in 2000.

In his journey as an IAS officer for over three decades, Tiwari has served on various important bureaucratic posts in Bihar and Jharkhand.

He served as the sub divisional magistrate at Masaurhi (Patna) from 1988 to 1990 followed by the post of additional district magistrate in Ranchi in the year 1990 to 1992.

Tiwari was then posted in Kishanganj, Bihar in the year 1992-94 as DM and Collector. From 1994 to 1999, he served as the project director of BPDP, a World Bank Project for area development of Southern Plateau area of Bihar.

In the year 1998-99, Tiwari went to Manchester to get his Masters in Economics and returned in 2000 to join as the DM and Collector in Chhapra, Bihar.

After formation of Jharkhand, Tiwari serves as Excise Commissioner and IG Registration and special secretary in Home Department from the year 2001 to 2003.

From 2003 to 2007 he was posted as secretary, building construction department, in 2008-09 he serves as secretary water resource department and secretary excise department, followed by becoming secretary, health, medical education and family welfare department in 200-10.

Tiwari served as principal secretary to the Chief Minister from 2010 to 2013 and then principal secretary, human resource department and planning department in 2013-14.

He became the Principal Resident Commissioner of Jharkhand Bhavan in New Delhi in 2014 and continued till 2017 before being posted as additional chief secretary, labour and water resources department, where he served till May 2018.

He was posted as Development Commissioner on June 7, 2018.

Dr. Tiwari's wife Alka Tiwari is also an IAS officer of 1988 batch and is presently posted as Additional Secretary and Financial advisor in the Ministry of Chemicals & Fertilizers, Government of India. He has a daughter who is a lawyer and a son who is working in a multinational company in Boston, U.S.A.

Tiwari also has two brothers, both of whom are senior IAS officers in UP and Punjab respectively.
