Koda, Purnima, Roy oppose 1932 Khatiyan based Domicile policy

The State Government led by Chief Minister Hemant Soren passed the domicile issue based on 1932 Khatiyan during the Cabinet meeting held on Wednesday but many leaders of alliance parties in the Government raised voice against the decision of the State Government.

The Ministers of Hemant Soren led Cabinet have expressed a lot of happiness on this decision of the Government, but the ruckus has started on the very second day of this decision of the Government. On one hand, the Ministers from Congress quota and the State Chief in the Government are terming this decision of the Government as historic, while the party's MP and Working President, Geeta Koda, her husband Madhu Koda and Jharia MLA Purnima Neeraj Singh, independent MLA, Saryu Roy expressed displeasure over the issue.

Koda has expressed his opinion against the party. The Khatian based local policy of 1932 is not acceptable, she said. Koda also tweeted – Honorable Chief Minister Hemant Soren ji, while drawing your attention, I want to say that the definition of locality has been passed in Jharkhand, taking the Khatian of 1932 as the basis. With this decision, the general public of Kolhan region of Jharkhand will be deprived of being a local that is Jharkhandi. People of this area will remain as migrants if they do not get the status of local at their own birthplace. Survey settlement in Kolhan was done in 1964, 65 and 70. In such a situation, it is not appropriate from any point of view to make Khatian of 1932 the basis of locality. That's why I demand that after reconsidering this proposal immediately, the final survey settlement of Jharkhand state should be made the basis of locality.

Former Minister and independent MLA of Jamshedpur East, Saryu Roy, has also expressed his opinion parallel to the decision of the Hemant cabinet and the opinion emerging in its light. “It also has an in-depth review of the decision and is also a mirror to the Government. Roy has tweeted – Hemant Soren said in the last Assembly that in 1932 Khatian based locality was not possible. “Now it's implemented! What happened in two months? How will it be included in the 9th schedule while the decision of 5 judges of the High Court (2002)? While half of Jharkhand does not come under its purview of it. If the intention is right, then get the survey done,” he added.

Congress MLA Poornima Neeraj Singh has called the 1932 Khatian's proposal injurious to the State. She said that Jharkhand will burn again. “It is not necessary that the resolution passed from the cabinet should also be passed from the assembly. The Government should bring a sustainable proposal in the court. The sentiments of all sections of the people should be maintained, the Government should make such efforts,” she added.
