DDA approves key land and re-development plans

The Delhi Development Authority (DDA), in its meeting chaired by Lieutenant Governor Vinai Kumar Saxena on Wednesday, took important decisions including change of land use for the development of land pooling areas, redevelopment of aging staff quarters at Safdarjung Development Area and Old Rajinder Nagar.

It also decided to change of land use for the development of the Multi-Sports Integrated Stadium in Narela and developing Narela as an education hub.

Besides, Authority has also approved DDA Housing Scheme in Karkardooma, the highest residential project under Delhi’s first TOD project and extension of enhanced FAR Policy for planned Commercial Centres for one year.

In a significant move, apart from the agenda, Saxena directed DDA, MCD and GNCTD, to immediately address all pending interdepartmental and interagency issues.

These issues, primarily concerning Delhi Jal Board, PWD and MCD, have come up, due to lack of seamless coordination between the agencies over the past more than a decade. To this effect, a meeting will soon be convened by the Chief Secretary. The Chief Secretary and MCD Commissioner are ex officio members of the Authority.

Giving details, the DDA said for the development of land pooling areas, the Authority has given nod for change of land use of an area measuring 40.23 ha. The Land Pooling Policy for Delhi was notified on 11.10.2018 as a part of the Master Plan for Delhi-2021 and its Regulations were notified on 24.10.2018.

This Policy is applicable in 105 urban villages falling in six Planning Zones (ie K-I, L, N, P-II and part of P-I & J). The Land Pooling area is divided into 138 sectors having Poolable area of approx. 20,422 Ha. Sector 8B of Planning Zone P-II is the first sector which has achieved 70 per cent contiguous pooled land and has become eligible for development under this Policy. Sector Land Distribution Plan is as follows: Consortium share (60 per cent) and DDA’s share (40 per cent).

As regards Redevelopment of Aging DDA Staff Quarters, the Authority has accorded in-principal approval for the comprehensive redevelopment of staff quarters at Safdarjung Development Area (SDA) and Old Rajinder Nagar (ORN)—residential complexes built over five decades ago and now facing structural and infrastructural deterioration.

The redevelopment will provide modern, safe and well-equipped living spaces. NBCC (India) Ltd, with extensive expertise in Government housing projects, has been appointed as the Project Management Consultant (PMC) to oversee the project from concept to commissioning.

The initiative will follow a self-sustainable financing model, with costs recovered from saleable built-up areas to ensure fiscal prudence and viability. 

In addition to above 2 projects, DDA is authorised to take redevelopment of all such staff quarters which have outlived their life.

To facilitate development of a Multi-Sports Integrated Stadium and Sports Complex for hosting national and international events, the Authority has given final nod for change of land use of a 30.35-hectare (75-acre) plot in Sector G-3/G-4, Narela Sub-City (Zone P-I) from Commercial & Residential to Public and Semi-Public (PSP).

The proposed site is strategically located, with excellent connectivity to NH-I and direct access from Indira Gandhi International Airport, Delhi via the major arterial road UER-II (100m).

This project underscores DDA’s commitment to enhancing public infrastructure by creating modern, world-class sports facilities that promote active and healthy lifestyles.

The proposed complex will be designed to host international, national and regional sports events, thereby contributing to the overall advancement of the sports ecosystem.

Furthermore, this development is expected to serve as a catalyst for regional growth, attracting major stakeholders from the hospitality and tourism sectors.

It will also foster the development of sports tourism, generate significant employment opportunities, and stimulate the local economy.

Moreover, in order to develop Narela as an education hub, the Authority has given final approval for change of Land Use of land measuring 4.33 Ha/10.71 Acres from Residential to Public Semi Public for development of universities in sector G-7/G-8. Now, a Gazette Notification to be issued by the Ministry of Housing and Urban Affairs, Govt. of India.

It envisions the development of an education Hub in Narela Sub-City, strategically located near Urban Extension Road–I (80m UER–I) with one metro station of proposed DMRC Red Line (Rithala — Bawana — Narela — Kundli).

This initiative aims to enhance access to quality higher education, create new academic and employment opportunities and contribute to the socio-economic development of the region.

It seeks to unlock the area’s full potential by ensuring the optimal utilisation of DDA land.

The envisioned Education Hub will comprise modern, self-sufficient campuses designed to foster innovation, skill development, and academic excellence.

This initiative supports the vision of transforming Narela Sub-City into a vibrant centre of learning and knowledge-based growth.

Kickstarting Delhi’s first TOD Project, the Authority has given nod to DDA to launch “Towering Heights at East Delhi Hub, Karkardooma Housing Scheme 2025”, featuring 1,026 ready-to-launch 2BHK flats.

This landmark scheme embodies a new era of urban living — promoting mixed-use, pedestrian-friendly environments seamlessly integrated with public transport networks. The project will be offered through e-auction, ensuring transparency and wide public participation.

To promote planned commercial activities in the national Capital, the Authority has approved the continuation, for another year only, of its policy on enhanced Floor Area Ratio (FAR), originally introduced in 2018 to promote development and optimal land use.

The earlier policy allowed stakeholders a five-year period to utilise the enhanced FAR on a pro-rata basis, which had recently expired. Responding to multiple representations from stakeholders and public, the Authority reviewed the matter and found that extending the scheme (for one year) would offer a renewed opportunity for stakeholders to avail unclaimed FAR and generate additional revenue.

For the development of Transit Oriented Development (TOD) areas, the Authority has approved the various charges for the TOD Policy like Addl.

FAR charges and TOD charges, etc payable by the Developer Entity for undertaking the developments as per the policy within the TOD planning area i.e, a notional area of 800m radius around transit stations.

The DDA will facilitate implementation of this Policy. TOD charges shall be collected by DDA and ring-fenced for utilization within the respective TOD planning area through a dedicated TOD fund set up for each TOD node for area improvement works and development of Multi-Model Integrated (MMI) nodes. The DE shall be entitled to avail additional FAR @ 1.5 times the existing permissible FAR on the plot or 300, whichever is more.

The maximum FAR limit shall be 500 for larger TOD schemes with an area of 4 Ha and direct access from roads of 30m RoW.

To provide support to the residents of Signature View Apartment, affected by its redevelopment, the Authority has approved facilitation fee in lieu of rent (ie, Rs 50,000 per month and Rs 38,000 per month for HIG and MIG flats, respectively). It will be paid to all allottees/owners of the flats of SVA from the date of 1st July 2023 or actual date of vacation which is subsequent.

Besides, annual escalation of 10 per cent in facilitation amount by 1st July 2024, 1st July 2025 and 1st July 2026 and likewise has also been approved. For annual escalation, the base rent would be reckoned as Rs 50,000/- for HIG and Rs 38,000/- for MIG.

The base year would be considered as July 2023. Now, all arrears of rent would be paid to the Allottees/owners by the 7th of next month.

Besides, a dedicated camp office has been established to facilitate documentation, handover, and smooth relocation. Over 200 residents have already vacated their flats, and rent payments are being made promptly in line with court directives.

The Authority has also given approval to launch DDA Karmayogi Awaas Yojana 2025, a dedicated scheme for serving and retired employees of the Central and State Governments, PSUs, local bodies and autonomous institutions in Narela.

Offering a 25 per cent discount, the scheme encourages community living and is expected to significantly boost occupancy in Narela.
