On September 28, 2018 a 14-months-old girl was allegedly raped by a labourer belonging to Bihar.

Following the incident, provoked locals attacked on Hindi-speaking labourers working in factories. Taking advantage of the situation, some politicians too gave provocative speeches against the innocent labourers, as a result of it around 1 lakh workers fled to their respective States out of fear.

Meanwhile the Gujarat High Court asked the State Government to file an affidavit in reply to a public interest litigation seeking action against those responsible for the recent attacks on migrant workers. The court has also asked to file affidavit against those personnel working with the State Government who failed to protect innocent labourers.

Human Rights activists and advocate Khemchand Koshti filed he PIL challenging the “action or inaction of the State as well as the State police in not taking any preventive measures” to stop the attacks on the migrants living in Gujarat.

In his petition Koshti has claimed that more than two lakh migrants had fled to their home States after the incident of rape on infant girl. According to him nearly one crore migrants from the States of Uttar Pradesh, Bihar, Odisha and other States working in factories, construction industry as industrial estates across the State.
