Haryana to implement Swamitva Yojana by September 15

Haryana Additional Chief Secretary, Revenue and Disaster Management Department, Sanjeev Kaushal on Sunday said that the Swamitva Yojana will be implemented in the state by September 15, 2021.

He said that the drone survey has been almost completed in the state and the work of drafting maps in Svamitva Yojana is under process.

Kaushal while talking to the mediapersons here said that all the Deputy Commissioners of the state have been directed to complete all the work to implement Svamitva Yojana in their respective districts by September 15.

He said that the work of conducting drone surveys is almost completed in Haryana. The drone survey that was pending in two districts namely Sonipat and Yamunanagar has also been completed now. The work of drafting maps is underway as per Svamitva Yojana, he said.

Giving more details, Kaushal said that now property deeds are being prepared in the state, which will be distributed later. There are 6350 villages under Lal Dora in the state. The property deeds of 1511 villages have been prepared and about 72,445 property deeds have been distributed. The process is underway to provide ownership of the houses constructed under Lal Dora. With this, landowners will be able to purchase, sell and can also take loan from the bank, he said. Kaushal further said that besides the work in villages, the work in cities will also be completed under Svamitva Yojana. With the expansion of the cities, some village areas have also been involved in it and this area has come under Lal Dora, he said.  He said that an amended law regarding Svamitva Yojana will also be passed in the Haryana Legislative Assembly. Two separate amendment laws in the Urban Local Bodies Department and the Panchayat Department would be passed. Before the amendment laws, we have constituted a drafting committee which will submit its report soon. This committee includes four Deputy Commissioners, Director General of Revenue Department, Director General of Local Bodies Department and Director General of Panchayat Department. After the draft is prepared, it will need the approval of the Cabinet, he added.

Apart from this, he said that the Haryana Government provides an option through e-bhoomi portal under which, the land owner can sell their land according to their own will. The land owners can sell their land according to their own decided rates. In this manner, there is a process including a high level committee which decides to take the land, he said.
