Over 20,000 posts of police personnel vacant in Haryana

As many as 20839 posts of police personnel at various ranks are lying vacant in Haryana,  which includes 12659 posts of male constables against sanctioned 43706 posts. Similarly, 1272 posts of female constables are also vacant against the sanctioned 4138 posts, as per the data tabled in the State Assembly on Monday.

The data elaborated that 30 percent posts of male Sub-Inspectors are also vacant. Out of 3045 sanctioned posts of male Sub-Inspector, 992 are vacant while 35 posts out of 144 sanctioned IPS posts are also lying vacant.

Among other key posts of police personnel, 61 posts of DSPs, 6 of Additional SPs, 229 of male Inspectors, 1448 of Assistant Sub-Inspectors (male), 3793 head constables (male), 249 head constables (female), 66 sub-Inspector (female), 5 Inspector (female), 24 Assistant Sub-Inspector (female) are lying vacant in Haryana.

Overall, 30 percent posts are vacant out of the total sanctioned posts of 71069 in the state, the data stated.

In reply to the question, the State Government also informed the House that more than 50 percent sanctioned posts in the forensic science laboratory at Madhuban and four regional forensic science laboratories are vacant in Haryana.

In FSL, Madhuban, 117 posts out of 214 are yet to be filled. Similarly, 16 out of 21 sanctioned posts at RFSL, Bhondsi, 16 out of 21 total posts at RFSL Sunaria, Rohtak, 18 posts out of 21 at RFSL Hisar and 16 posts out of total 21 at RFSL Moginand, Panchkula are lying vacant, the data stated.

Notably, the crime against women has witnessed a sharp rise in Haryana over the past few years. As per the National Crime Records Bureau report showing the figures for 2019, Haryana had recorded 159 gang-rapes, with 1.17 cases per lakh population. The state had the second highest gangrape rate cases in the country in 2019.

There were 14,683 crime incidents against women in Haryana in 2019 which was a rise of 2.5 per cent from 2018. 1,117 girl child rape cases were also registered under Section 4 and Section 6 of the Protection of Children from Sexual Offences Act (POCSOA).

Meanwhile, the State Government also informed that the Police Department has 5,095 vehicles available for the disposal of police duties in the state out of which 2,666 are light category vehicles, 380 medium category vehicles, 210 heavy category vehicles and 1,839 two wheelers.

Out of these vehicles, around 550 light category vehicles, 120 medium category vehicles and 500 two wheelers have completed their normal time period and will be declared non-functional soon, the government stated.

 

Employment provided to 10576 since October 2019

The State Government on Tuesday informed the House that 10576 people have been recruited in Group C jobs through Haryana Staff Selection Commission in various Government Departments since October 2019. Similarly, 1440 candidates have been recommended  for various posts by Haryana Public Service Commission since the BJP-JJP Government came to power in October 2019 in the state.

During the year 2014 to 2019, recruitments were made against 66,427 posts by Haryana Staff Selection Commission while recruitments were made against 3,446 posts by Haryana Public Service Commission.

Reacting to the data tabled in the House, Congress legislator Jagbir Singh Malik hit out at the State Government over the rise in unemployment rate in Haryana. The State Government had on Friday informed the House that the unemployment rate of Haryana as per latest periodic labour force survey conducted by Union Ministry of Statistics and Programme Implementation (MoSPI), is reported to be 9.9 percent.

 

FIVE BILLS PASSED

Haryana’s next Lokayukta will get less salary than his predecessors with the State Assembly passing “The Haryana Lokayukta (Amendment) Bill 2021”, which lays down that the amount of pension which the incumbent would be getting on account of his previous service would be deducted from the salary which he would be entitled as Lokayukta.

“The salary, allowances payable to, and other conditions of service of Lokayukta shall be same as may be available from time to time to a sitting Judge of the Supreme Court or Chief Justice or Judge of the high court, as the case may be minus pension already drawn for the previous service, if any, including commuted portion. Provided that the salary, allowances and other privileges available to the Lokayukta shall not be negotiable. Besides, the allowances payable and other conditions of service of the Lokayukta shall not be varied to his disadvantage after his appointment,” stated the Bill unanimously passed by the House.

The State Government has replicated the Centre’s LokPal and Lokayukta Act, 2013, in Haryana which has such provisions (salary minus previous pension) with respect to the salary of Chairperson and members of National Lok Pal.

On the second day of the monsoon session, Haryana Assembly passed five bills.

The Haryana Management of Civic Amenities and Infrastructure Deficient Municipal Areas (Special Provisions) Amendment Bill, 2021 was passed with an objective of providing essential services in the civic amenities deficient areas.

Maharishi Balmiki Sanskrit University, Kaithal (Amendment) Bill, 2021 was passed to substitute the word “Maharishi Balmiki” to “Maharshi Valmiki”. “The State University was established in the name of the ‘Maharishi Balmiki’ Sanskrit University, Kaithal by an Act of State Legislation but it was observed that the name of ‘Maharishi Valmiki’ in the Hindu mythology is different from the name used in ‘Maharishi Balmiki’ Sanskrit University, Kaithal, and thus, the name should be read as ‘Maharishi Valmiki’ Sanskrit University, Kaithal,” the bill stated.

The Haryana Enterprises Promotion (Second Amendment) Bill, 2021 was passed for simplification of the regulatory framework and to assist investors in speedy implementation of projects in the State by way of granting state specific regulatory clearances/services/ permission/approval/registration/license in a time bound manner through a single roof mechanism.

Pandit Lakhmi Chand State University of Performing and Visual Arts, Rohtak (Amendment) Bill, 2021was also passed unanimously.
