UP govt nod to quota for poor among upper castes

Uttar Pradesh became the third state in India to implement 10 per cent reservation for economically poor among the general category in government jobs and state-run educational institutions.

The reservation will come into effect from January 14.

A decision in this regard was taken in the Cabinet meeting chaired by Chief Minister Yogi Adityanath here on Friday.

Government spokesman and Power Minister Shrikant Sharma said the Centre’s notification was approved by the state Cabinet in ditto.

“The UP government has decided to implement the gazette notification of the Centre about giving maximum of 10 per cent reservation to economically weak among the general category with retrospective effect from January 14, 2019,” Sharma said.

The Centre had issued the notification for 10 per cent reservation for upper caste poor on January 12, 2019 after the 103th constitutional amendment got the President’s assent. The amendment bill was passed by both Houses of Parliament.

Sharma said the government had also decided to adopt Centre’s notification without any amendment.

“If required, the state government will bring an ordinance on this matter later,” he said.

UP has become the third state after Gujarat and Jharkhand to implement 10 percent quota for the economically weak among the general category as the Bharatiya Janata Party-ruled states are in a hurry to enforce this reservation to get a boost in the Lok Sabha polls.

In other decisions, the government approved the proposals to provide 7th Pay Commission wages to the employees of Uttar Pradesh State Bridge Corporation and hand over about 1.0163 hectares of irrigation land in Maharajganj district to Seema Suraksha Bal (SSB) to set up its unit.

The government also declared the Ramayan Mela in Chitrakoot as a government fair and transferred the assets and employees of the district and referral hospitals in Ayodhya, Basti, Bahraich, Firozabad and Shahjahanpur districts to the Medical Education department as new medical colleges are coming up in these districts.

The government also hiked the allowances of the contractual and ad hoc state pilots of the Aviation department. Now a pilot will get Rs 5,000 additional special allowance for flying  per hour per trip and they will be entitled for type 4 or 5 government accommodations for their residence. The pilots will also be eligible for to and fro free transportation from residence to airport and the government will pay the premium of insurance of Rs 60 lakh for aviation personal accident or loss of the licence.

The government has also approved the decision to change the name of Mughalsarai tehsil in Chandauli district to Deen Dayal Upadhyaya tehsil.

Earlier, the government had changed the name of Mughalsarai railway station to Deen Dayal Upadhaya station.

The government has also approved Rs 575 crore, excluding GST, for setting up 2,000 new tube wells of one cusec capacity each under Ram Manohar Lohia Scheme. Besides, Rs 283 crore has been approved for repairing and modernising 1,101 tube wells in the state.

The government has also amended the rule for approval of funds for government schemes. Now a minister can approve funds up to one crore rupees for a scheme. Earlier a minister had to take approval from the state Cabinet for funds above Rs 25 lakh.
