Labour dept served notice on Placement Agency Bill

Seeking action against the illegal placement agencies operating in the national Capital, Delhi Commission for Woman (DCW) on Monday issued a notice to Labour Department on the Placement Agency Bill. The DCW stated that the city has become a hub of human trafficking and unregulated private placement agencies functioning in the Capital play a major part in trafficking of young women especially minors.

Recently on Sunday, two brothers were arrested for allegedly raping a woman over a period of four days in Delhi’s Amar Colony on the pretext of providing work.

DCW Chairperson Swati Maliwal issued a notice to labour department to seek the progress of the regulation of private placement agency bill in the Delhi Assembly. She has also asked what other steps are being taken by the Government to regulate the private placement agencies.

The Commission has stated that Delhi has become a hub of trafficking and placement agencies are fielding trafficking in the State. They need to be urgently regulated. The Commission has been following up with the Labour Department since 2015 for the passage of the bill to regulate the Private Placement Agencies but the same has not happened till date.

In September 2018, the Government of NCT of Delhi had also informed the Delhi High Court that a bill for the regulation of private placement agencies was under consideration and would be introduced in the Delhi Assembly shortly.  However, it is observed that till date the Bill has not been introduced in the Assembly and there appears to have been no significant progress in this matter.

On Sunday police have arrested two brothers for allegedly raping a 22-year-old woman over a period of four days in Delhi’s Amar Colony. A tea shop owner promised her a job as domestic help. She also made her work at the tea shop for that day.

In the evening, the tea shop owner’s two sons, Shatrunda and Bharat took the victim home, and raped her repeatedly for four days.

One day, when the two brothers were asleep, the victim escaped the house and reached out to her neighbors after which case was registered and they were arrested.
