PWD raps its staffers for not disposing waste material on dumping sites

Witnessing a surfeit of complaints regarding the construction waste and disposal material, the PWD has chastised its staff for not disposing of the dismantled or construction waste material in the identified dumping sites.  The department has also decided to create a separate condition and rules for all the future agreements of projects to curb the disposal of C&D waste in the public and thus creating hazard to the environment.

The decision was taken in the wake of Supreme Court (SC) order, which asked the civic authorities to number measures to control various factor contributing to the pollution in Delhi. The PWD has also issued a memorandum to all the Principal and Chief Engineer regarding this issue.

"It has come to notice that dismantled building materials are not transported/disposed off at the identified landfill sites of Municipal Corporations of Delhi (MCD) and in many cases, contractors are not providing the receipts of MCD as a proof of disposing and prefer not to claim payment for the same," read the memorandum letter, copy of which is with The Pioneer.  The civic authority will further make it mandatory for all the contractors to make a video documentary of disposing off the construction waste material at the site.

"In order to curb the disposal of C&D waste here and there and to ensure that it is disposed at authorized dumping sites only, it is hereby directed that in all future agreements in projects, a specific condition should to be inserted that all the C&D waste generated from dismantlement in PWD works shall be transported/disposed off at the identified landfill sites of Municipal Corporation of Delhi and documentary evidence in form of receipts from municipalities and video record of pre-measured stacks has to be mandatorily submitted to the department," said the PWD in the letter.

As per the officials, if anyone will fail to fulfill the C&D criteria will have to pay  double penalty plus processing fee payable at the landfill site and no payments for concerned agreements item and reimbursement of processing fee will be made to contractors.  Further, in case of small works under maintenance zones, the C&D waste from dismantled building materials generally small in quantity will be transported to a designated site in sub-division/ division office by contractors.

"The C&D waste from these departmental designated sites will be disposed off at the municipal landfill sites via a separate agreement. Although pre-measurement recording and documentary evidence of disposal will be mandatory," said a PWD official.
