nLaunched with much fanfare by the Narendra Modi Government, the lateral entry scheme for senior-level officers drawn from various professions and expertise suffered a setback when one of the nine Joint Secretaries appointed about a year ago called it a day and chose to get back to an MNC abroad.
Appointed as a Joint Secretary in the Ministry of Commerce last year, Arun Goel has resigned from Government of India, DoPT sources said.
While sources close to Goel said the private executive-turned bureaucrat left the powerful job after having served for about a year due too much of “bureaucratic grind†in the system, said the Government sources, adding that he chose to go back to private sector for a “fat packageâ€.
Goel was Vice President of a global firm when he had applied against the vacancy announced by the Centre following Prime Minister Narendra Modi’s announcement of senior-level bureaucratic posts in several departments to people who are “talented and motivated†and willing to contribute to nation building.
DoPT sources confirmed that Goel has resigned from the place of his posting at Ministry of Commerce where he was looking after e-Commerce and cyber security amongst other matters. “We will send his resignation to the ACC (Appointments Committee of the Cabinet),†said the sources.
Sources also said the decision to leave the Government sector could be that he could have been restless about his insubordination in the Ministry as he had a background of heading a global company. “He had come to join Government after leaving a handsome package earlier also,†added the sources.
The JS report to the secretary/additional secretary in the Ministry or Department and are normally appointed from all-India services like the IAS, IPS, IFS and other allied services.
Others who were inducted as direct JS were Amber Dubey who left KPMG and joined Civil Aviation Ministry, Sujit Bajpayee then working at NHPS joined as JS in Environment Ministry, Dinesh Jagdale was CEO of Panama Renewable Energy Group to be appointed in New Renewable Energy Ministry. Others were Kakoli Ghosh joining agriculture ministry, Saurabh Mishra as JS Financial Services, Rajeev Saksena in economic affairs department, Suman Prasad Singh in Road Transport Ministry and Bhuhan Kumar joined as JS in Shipping Ministry.
