The hearing of bail petition filed by Ranchi former Deputy Commissioner Chhavi Ranjan was heard at ED court. Chhavi Ranjan is accused of illegal purchase and sale of one acre land at Cheshire Home Road. The court after hearing the arguments of both parties reserved its decision in the case. The court will pronounce its order in the case on Friday. ED has registered ECIR 1/2023 against Chhavi Ranjan regarding the matter.
On April 13, ED had raided 22 locations of 18 people including former DC of Ranchi Chhavi Ranjan and revenue employee of Badgai. During this period, ED had received a large number of fake land deeds, seals and other documents. After which on April 14, ED arrested seven accused. He was accused of tampering with land documents, later former Ranchi DC Chhavi Ranjan was arrested on May 4 for his involvement in this case. Case number 141/2022 has been registered against Chhavi Ranjan in Bariatu police station regarding land purchase and sale case.
Last month the Jharkhand high court rejected a bail plea by former Ranchi deputy commissioner Chhavi Ranjan who had sought his release on the ground of non-submission of the charge sheetwithin the stipulated time. The court of Justice Sanjay Kumar Dwivedi heard the matter and observed that there has been no anomaly by the investigating agency in concluding the investigation and the charge sheet has already been filed, hence there is no ground for bail on that score.
The bail petition preferred by the suspended IAS officer was opposed by the enforcement directorate. The ED reiterated the investigation was completed, and charge sheet has been filed. The same grounds were raised before the special PMLA court and was rejected, the ED counsel said. Ranjan was held by ED on May 4. He is alleged to have been instrumental in the sale of 4.55 acre Army land in Bariatu.

The central agency is investigating more than a dozen land deals, including one pertaining to defence land, wherein a group of mafias, middlemen and bureaucrats allegedly “connived†in forging deeds and documents from as early as 1932.
