Following an intensive campaign in Bihar, the Congress party has now shifted its focus to Madhya Pradesh, rolling out a large-scale voter outreach initiative under the Special Intensive Revision (SIR) programme.
The campaign aims to strengthen the party’s grassroots presence and counter the BJP’s well-entrenched booth management network ahead of the 2028 Assembly elections.
As part of the programme, the Congress will appoint Booth Level Agents (BLAs) at every polling station across the state. These BLAs will be tasked with personally reaching out to voters, verifying names in the electoral rolls, and assisting in the correction, addition, or deletion of entries wherever necessary.
The exercise is designed to ensure that no eligible voter is excluded from the voter list during the upcoming revision process scheduled between October 2025 and January 2026.
“Through the SIR programme, we aim to connect with every eligible voter at the grassroots level,” said Sanjay Kamle, Madhya Pradesh Congress General Secretary (Organisation), adding, “Our goal is to ensure that every supporter of the party is included in the voter list and that no citizen is left out due to administrative lapses. This is as much about political engagement as it is about civic responsibility.”
Each BLA will undergo specialised training
to handle Election Commission forms, including Form-6 for new voter registration, Form-7 for deletions, and Form-8 for corrections. District-level control rooms will be set up by the Pradesh Congress Committee (PCC) to oversee the campaign, coordinate field activities, and maintain data in a web-based system accessible to the party’s central team.
The campaign also prioritizes engagement with young and first-time voters, recognising their critical role in shaping electoral outcomes. Congress workers will visit colleges, hostels, and community centers to facilitate voter enrollment among the youth, building early engagement and strengthening the party’s support base among younger voters.
In addition to voter list management, BLAs will conduct a door-to-door contact programme, interacting directly with residents to verify details and assist them in completing any necessary formalities. Senior Congress leaders believe that this personal engagement will not only improve the accuracy of voter data but also help the party reconnect with citizens at the booth level, revitalizing its traditional organizational strength.
State Congress office-bearers emphasise that the SIR initiative is not merely an administrative exercise but a strategic political mission aimed at preparing the party for future elections. “Consistent, direct voter engagement will give Congress a significant edge as we gear up for the 2028 Assembly polls,” Kamle added.
By implementing the SIR strategy in Madhya Pradesh after its success in Bihar, the Congress hopes to rebuild its on-ground network, ensure broader electoral participation, and lay the foundation for a stronger performance in the next state elections.
