Union Home Minister Amit Shah will inaugurate 15 major projects at the Thyagraj Stadium on the 75th birthday of Prime Minister Narendra Modi on September 17.
Announcing this, Chief Minister Rekha Gupta on Sunday said that key projects will be Atal Drishti Girls’ Hostel for visually impaired students, Atal Asha Home for intellectually disabled persons and the Savitribai Phule Senior Citizens’ Home.
The initiative, part of a “Seva Pakhwada” (Fortnight of Service), will be launched on September 17 to coincide with Prime Minister Narendra Modi’s 75th birthday. The projects, the chief minister said are a reflection of her Government’s commitment to ensuring no section of society is left behind.
The Chief Minister informed that the Atal Drishti Girls’ Hostel, built near Timarpur close to Delhi University, is a unique initiative for visually impaired girls pursuing higher education in the capital.
Constructed at a cost of `13.42 crore, the hostel covers a plot area of 3,703.43 square metres with a built-up area of 975 square metres (Ground + 3 floors). It has a total capacity of 96 students.
She stated that the hostel has been specially designed to ensure accessibility and comfort, with barrier-free infrastructure, support staff, and facilities that promote educational and personal development.
It will enable young women to pursue their studies with dignity, independence, and confidence. She added that the biggest challenge for visually impaired students is secure accommodation. This hostel will bridge that gap and provide them with the opportunity to study with self-reliance and dignity.
A second facility, the Atal Asha Home in Narela, is a residential centre for intellectually disabled individuals. Built at a cost of about `40.60 crore on a plot of 12,500 square metres, the complex has a built-up area of 1,719.55 square metres (Ground + 3 floors) with the capacity to house 220 residents.
The Chief Minister said this is not merely a residential facility but a centre for rehabilitation, care, and training. Residents will be provided with balanced nutrition, clothing, regular health check-ups, education, training, sports, as well as cultural and recreational activities. The purpose is to empower intellectually disabled individuals to lead independent, respectful, and dignified lives. “Both the Atal Drishti Girls’ Hostel and Atal Asha Home have been named after former Prime Minister Atal Bihari Vajpayee, whose compassion and vision continue to inspire the government, she said.
The third significant project is the Savitribai Phule Senior Citizens’ Home in Paschim Vihar.
The facility has been constructed in Paschim Vihar at a cost of `10.64 crore. Built on a plot of 2,257 square metres with a built-up area of 510 square metres (Stilt + Upper Ground + 4 floors), the facility has the capacity to house 96 residents.
The facility, named after social reformer Savitribai Phule, will provide a safe, comfortable, and dignified environment with medical support and recreational activities.

It will be equipped with medical facilities, nutritious food, hygienic accommodation, as well as recreational and social activities.
The chief minister asserted that these initiatives align with Prime Minister Modi’s vision of “Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas” (Together with all, progress for all, trust of all, and efforts of all). She added that the projects launched during the “Seva Pakhwada” will not only strengthen Delhi with essential facilities but also prove to be a major step towards making the capital inclusive and sensitive.
