Delhi Congress on Sunday said that the Municipal Corporation of Delhi (MCD) has flouted the order of the Supreme Court to earmark designated feeding spots for the stray dogs which were first rounded up and then released at the intervention of the Supreme court, on the plea that it lacks the funds, infrastructure and manpower to fully implement the SC order.
The party said that it was surprising that the MCD has not yet sanctioned any budget to the Animal Birth Control (ABC) centres for the sterilization and immunisation of stray dogs in the current financial year. He said that in the 2025-26 MCD budget, `15 crore has been earmarked for the purpose, but even after six months, no funds were released.
Delhi Congress Chief Devender Yadav said that the MCD has neither the funds for the desilting of the drains and sewers because of which the Capital experienced floods and water logging during the monsoon rains, recarpeting of the broken roads, lifting the piled up garbage or flattening the waste mountains despite the BJP being in power at the Centre, Delhi and in the MCD to bely the claim of the “Triple Engine” BJP Government of performing magic to solve all the civic mess in the Capital.
He claimed that amid outrage over Delhi’s stray dog issue, the MCD has not taken any constructive step to manage the nearly 10 lakh stray dogs, which according to estimate, would cost around `11 crore per day to confine all dogs in shelters, or about `110 per dog daily, covering food, transport, cleaning, medical care etc.
Yadav said that the failure to identify feeding spots for stray dogs was just another example of the incompetence and inaction of the
corrupt MCD, as despite the BJP capturing power in
the Corporation with lofty promises of addressing all the ills and mismanagement of the Corporation, nothing has changed in the Corporation, though funds should not have been a problem for the MCD with a BJP heading Governments in Delhi and at the Centre too.
