The 44th meeting of the Council of the Regional Anti-Terrorist Structure (RATS) of the Shanghai Cooperation Organisation (SCO) was held today in Cholpon Ata, Kyrgyz Republic, with a strong and united condemnation of the recent Pahalgam terror attack in India.
The Council of RATS SCO formally endorsed the statement condemning the attack that was included in the Tianjin Declaration, adopted during the SCO Council of Heads of State (CHS) meeting held earlier on September 1, 2025, in Tianjin, China. That summit was attended by Indian Prime Minister Narendra Modi, among other regional leaders.
The RATS meeting, held under the Chairmanship of the Kyrgyz Republic, brought together delegations from SCO member states to discuss ongoing threats posed by terrorism, extremism, and separatism in the region. Representing India, Deputy National Security Adviser (DyNSA) TV Ravichandran led the Indian delegation and delivered a firm address during the session.
He called for concrete international action to hold accountable the “sponsors, organisers, and financiers” of the “inexcusable” attack in Pahalgam, which claimed several lives and injured dozens. “We must shun double standards and resolve to fight terrorism in all its forms and manifestations,” Govt. sources said. in a pointed appeal to the international community to adopt a unified and uncompromising stance against terror networks. The Council reiterated the need for enhanced intelligence sharing, coordinated counter-terror operations, and collaborative efforts to dismantle terrorist infrastructure operating across borders.
The condemnation at the RATS forum adds further international backing to India’s call for global accountability, following its consistent diplomatic outreach since the Pahalgam attack.
