HC order fails to bring relief for principal

Despite the High Court order, Surajit Das Gupta the self-proclaimed officiating chairman of Governing Body (GB) of Dyal Singh College Court has barred the entry of the Principal Inderjeet S Bakshi and once again locked and sealed the room without any prior notice and informing anyone.

On December 14, the High Court ordered that Bakshi can join the college till next hearing. In its order, the High Court said ,”Let the needful be done within two weeks. Response thereto, if any be filed within two weeks thereafter. Till further order, the operation of the order (governing body order) issued to the Inderjeet S Bakshi shall remain stayed.”

But the college staff members claimed that the Governing Body has again put a notice on the main door of the principal room and locked it again, even after the court’s order.

“With reference to the order of the Delhi High Court, a copy of which has not reachd the college so far, it is observed that room of I S Bakshi has been opened without any consent of the GB, Dyal Singh College which is improper. Once receiving a copy of the order, the GB shall meet to decide upon the future course of action. Until the decision of the college is reached the room will be remain locked,” read the notice signed by Surajit Das Gupta.

The notice further said that the order of the GB was issued after the decision taken at the last meeting (2nd November) to restrict Bakshi’s entry into the college campus to ensure unhindered and unaffected inquiry into the charges against him and it still continues.

When asked Bakshi said, “This amounts to contempt of the court and without any notice they have locked the room again. Now the GB is acting as law unto itself and their behavior is against its faculty and staffs. As soon I witnessed the notice, I wrote a letter to the Vice-Chancellor Yogesh Tyagi and have also filed a police complaint against the guards to let the people in the mid-night. The body is literally harassing senior and elder faculty of this college.”

Further, some members of Academic Council (AC) have also submitted a memorandum against the chairman of governing body of Dyal Singh College.

“This act of Dasgupta is in violation of the Court order of 14th  December 2018 which puts a stay on the decision of the Governing body. The Body on the 14th of September arbitrarily decided to send Bakshi on forced leave and locked his office. It has come to our notice that in the night of 15th  December some of the bouncers of some security agency entered the college and put a lock and seal on Principals room which is a clear act of coercion,” stated the memorandum.

It further said that the member of the governing body is claiming himself as an officiating chairman, whereas the post of Officiating Chairman does not exist as per ordinance and statute of the University.

“The chairmen of GB of other colleges too, have started acting as the college is their fiefdom. Such an act is not only going to ruin the academic atmosphere of Dyal Singh College alone but also sends a wrong signal to the entire University. This kind of action is an insult to the entire teachers of Varsity and many are suffering ,” said

Pankaj Kumar Garg, AC member who submitted the memorandum to VC.
