Cabinet decides to make sale of illegal liquor non-bailable offence

The State Cabinet meeting which was held just before the Assembly proceedings started on Monday, has decided to incorporate changes in the excise policy and make a provision to provide  imprisonment of seven years for carrying, supplying and selling illicit liquor. The offence which earlier was bailable has now been made non-bailable. The Cabinet has also decided to place the proposal of granting 10 percent reservations for the economically weaker families of the upper castes in the State services before the Assembly.

In another decision, the Cabinet passed the ‘Uttarakhand waste to energy policy-2019’ under which the local bodies would provide land for solid waste management by charging an amount of Rs 1 per square metre for a period of 20 years or the term of the project.

Besides, the Cabinet  has decided to table the Uttarakhand municipal corporation amendment Act, 2019 before the House.

Under the amended Act, a power to spend up to Rs 5 lakh and Rs 6 lakh has been given to the municipal commissioner and the mayor respectively for a city with less than five lakh population.

Similarly, the municipal board has been given a financial power of Rs 15 lakh in such cities. For the cities with population of more than five lakhs, the municipal commissioners have been given financial power of Rs 10 lakh while the mayors have been given power to sanction Rs 12 lakh.

The Cabinet also decided on the day that under the Nanda Gauri Yojana of women empowerment and child development department, the beneficiary families would be able to receive Rs 11,000 at birth and Rs 51,000 on completion of class XII studies of a girl child.

The Cabinet has decided to constitute a committee under the chief secretary for handing over of water-logged areas under Bindal, Rispana river development scheme. This scheme would be on the lines of Sabarmati River Front Development Scheme.

It was also decided that the construction of ropeway from Purukul village to Library in Mussoorie would be done under public-private partnership (PPP) mode. The department of tourism has received a single bid of Ms FIL Industrial limited for the project.

The Cabinet has taken up a total of 13 issues on the day.
