Proposed quota not to harm employed youths: Chautala

With industry associations in Haryana expressing concern over the State Government’s plans to reserve 75 percent of private-sector jobs for local youth, Deputy Chief Minister Dushyant Chautala on Wednesday clarified that the proposed Act will not affect the already employed workers in the State. Dushyant, who is also Haryana Industries Minister said that there is no need to fear about the proposed Act as nobody who is already employed is going to lose their job in the State. The people who are already working in the State's industries need not panic at all as they will not be removed from their jobs, he said while talking to the mediapersons here. The Deputy Chief Minister said that once the ordinance mandating 75 percent employment of local people in the industry in Haryana receives the assent of Governor, the new law will apply to new appointments only. The main objective is to make more and more youths of the state employable by skilling them. If suitable local candidates are not available for a particular category of job, a provision will be made in the proposed Act for the Labour Commissioner to allow firms to hire candidates from outside the state, he clarified seeking to ward off fears on the Government's plans.

Haryana Cabinet had on Monday approved a proposal to bring an ordinance  before the Council of Minister in its next meeting to provide 75 per cent of the new employment to local candidates for jobs having salary of less than Rs 50,000 per month in various privately managed companies, societies, trusts, limited liability partnership firms, partnership firms etc. situated in Haryana.Under this, those companies which would not register on the government’s portal, they will face a penalty from Rs 25000 to Rs one lakh under Section-3 of ordinance “Haryana Employment To Local Candidates-2020” besides the concerned would have to pay daily fine of Rs 5000 if the clause violated by the company.

Notably, the proposed ordinance has created confusion in the industries in the state. Over a week ago, a prominent body representing automotive components manufacturers had also written to Chief Minister Manohar Lal Khattar making a representation to reconsider the proposal for 75 percent reservation in private jobs for locals.The letter had pointed out that Haryana has a presence of several large-scale global vehicle manufacturers such as Maruti Suzuki, Hero MotoCorp, Honda Motorcycles and Scooters, JCB, and their ancillaries.  The auto industry contributes more than 25 per cent of the State GDP of Haryana; moreover, the industry not only caters to the domestic demand, but also to international markets.

It was further pointed out that the industry requires a skilled workforce to produce high-quality products that are globally competitive, and hiring is done on the basis of talent and skills needed rather than the domicile of the candidates.

The industries body had sought CM’s urgent intervention to reconsider mandating 75 per cent employment of local people in the industry in Haryana, stating that it will be detrimental to the future growth of the industry in the State.
