With the State Government not receiving GST compensation claim for current financial year, officials are in a worried state.
More than Rs 3,600 crore is expected to be received from the Government of India as per GST Compensation to States Act, 2017, for four months of 2020-21.
However, the Centre is not releasing the amount for 2020-21 fiscal.
While the State Government is facing financial stress due to Covid-19 pandemic, it is expected that the Union Government will release the GST compensation claimed by the State Government in time to tide over the critical financial condition.
Due to Covid-19, the GST collection received a setback as in April, the State collected Rs 316.28 crore, which went up to Rs 440.67 crore in May, while in June it was Rs 759.17 crore.
So, up to June, the State collected Rs 1,516.12 crore on GST front in total.
So for the year 2020-21 up to July, compensation claim will be around Rs 3,600 crore, sources said.
For the financial year 2019-20, total GST compensation was estimated at Rs 5,356.58 crore.
The Ministry of Finance has already released Rs 5,122 crore. So balance GST compensation of Rs 234.58 crore for the year 2019-20 is needed to be released by the Government of India.
In addition to it, officials admit that total GST compensation for the year 2018-19 was Rs 4,241.08 crore as certified by Principal Accountant General, Odisha.
Out of which Odisha Government has received Rs 3,758 crore; so balance Rs 456.08 crore has not been released by the Government of India till date.
In the meantime, Union Finance Secretary Ajay Bhusan Pandey has said the Centre is not in a position to pay GST compensation as per current revenue sharing formula.
Consequently, the States are worried and the issue will crop up in the GST Council meeting to be held on August 13, sources said.
