Chief of Odisha Census Operations Bishnupada Sethi has urged the Unique Identity Authority of India (UIDAI) to help the harassed people who are not receiving their Aadhaar card. Over 53 lakh of enrolments in Odisha have been rejected by the UIDAI.
Sethi in a letter to DDG UIDAI MVS Rami Reddy has pointed out that more than 53 lakh of enrolments have been rejected by the UIDAI due
to various reasons and in these cases, the persons concerned are no way responsible for the fault.
So their cases need to be considered and Aadhaar numbers may be provided.
He said that18, 64,058 enrolment identities (EIDs) have been rejected due to duplicate enrolments. In these cases, the UIDAI needs to provide the Unique Identity (UID) numbers along with the EIDs to the Directorate of Census so that the same will be loaded in the Permanent Enrolment Centres (PECs) by which a resident can get his Aadhar number. As Aadhar numbers have already been generated for these people, it may not be taken under the rejection category.
About 12,42,150 enrolments have been rejected due to blacklisted supervisors and non-availability of operators ID.
These rejections were generated because of old version of Aadhar and delay in adopting the new version. The old version continued for a year due to Odia font issue. For this problem, the people who have given biometric data are not responsible for the type of rejection.
Moreover, especially in the rural areas, the persons will have to come from distant places for re-enrolment to PEC if these packets are rejected. So one-time relaxation may be done looking at the real problem of the people, urged Sethi.
Due to data quality 12,33,627 enrolments have been rejected. Although the UIDAI has made facility of corrections providing such records to EAs through VPN connection, only few records are made available at present.
He urged to resend the packets in large batches to the enrolment agencies for correction by retrieving the packets from achieves, and allow enrolment agencies for more VPN connections to correct data by engaging more operators in a short period.
Due to mismatch in PIN Code and invalid addresses 1,97,716 enrolments have been rejected.
This is due to the mismatch of the National Population Register (NPR) PIN code with UIDAI PIN code. Suitable instructions by the UIDAI will be able to resolve the impasse, said Sethi.
However, in case of 8,42,436, the enrolments have been rejected due to data process error, which are technical in nature and Aadhar number may not be generated for these enrolments. PECs have been provided the list for re-enrolment, said Sethi.
Sethi has pointed out that due to natural problems in fingers and iris of old and children below 10 years, operators are not able to capture correct biometrics after repeated attempts.
In such cases, either operator is forced to make use of all four attempts compromising quality or to mark as exception and completes biometrics with authenticating by the supervisor.
Many times it is rejected after uploading to CIDR for which residents visit camps repeatedly to give biometrics which leads to increase in rejection count.
