DDA takes giant leap for institutional hub in Narela

The Delhi Development Authority (DDA) on Wednesday approved the key policies, including changing the land use of 36.6 hectares at District Centre (Narela) from commercial to 'public and semi-public' (PSP), adoption of parks and survey of Delhi for Master Plan — 2041 with IIT-Rorkee and modifications in 'Unified Building Bye Laws, 2016' to accommodate child care room and electric vehicle charging point.

The decisions were taken in a meeting chaired by Lieutenant Governor of Delhi Anil Biajal on Wednesday. "Chaired @official_dda authority meeting. Authority approved policy for adoption of Parks & took key decisions including modifications in UBBL, survey of JJ Cluster PMAY, landuse changes for college/universities & drone survey of Delhi for Master Plan - 2041 with IIT-Rorkee," Baijal tweeted. DDA has taken a giant leap forward towards creation of major institutional hub at Narela to promote higher education, member of DDA and Leader of Opposition in Delhi Assembly Vijender Gupta said, adding that the step will facilitate for setting up the colleges and university in the sub-city. 

 "The move will facilitate setting up of the permanent campus for Indira Gandhi Delhi Technical University for Women (IGDTUW) for providing the education to nearly ten thousand students in campus," he said.

Gupta further informed that to avoid any impact of above land use change, the land use of facility area adjacent to residential housing pocket (G-2) measuring 36.6 hectares be changed from public and semi-public facilities to commercial.

 Showing sensitivity to the comfort of mother and child and facilitation of electric vehicle charging, the authority also approved proposed modifications in 'Unified Building Bye Laws, 2016' to accommodate child care room and electric vehicle charging point, he added. Besides, a proposal to include provisions of electric vehicle charging points was also granted approval, Gupta said, adding that the authority approved a proposal for relaxation in payment conditions in respect of original chulha tax payer.

According to Gupta, the authority also approved a proposal to allow stockiest and wholesaler dealers of medicine and drugs as one of the activities in residential areas as part of mixed use regulations under MPD 2021.

In order to facilitate in utilizing the undeveloped area for planned residential group housing facility, a proposal for change in land use of 14.6 hectares of commercial land at Mukarba Chowk, Outer Ring Road (between Jahangirpuri Metro Station and Haiderpur Metro Station) from commercial to residential was also approved.

Further, a proposal for revision of 'Adoption of Parks' Policy-2019' was approved to bring more transparency, Gupta said, adding that under the revised policy, the parks are available for adoption under four schemes types to offer more options of adoption ranging from up gradation and maintenance, full maintenance, maintenance of portion of park to installation of facility.

Gupta further informed that the authority approved revised budget estimates for the year 2019-20 and Budget Estimates for the year 2020-21. For receipts, the revised budget estimates 2019-20 and the budget estimates 2020-21 have been pegged at Rs 4266.55 crore and Rs 5993.92 crore respectively, he said. Gupta added that the revised budget estimates 2019-20 and budget estimates 2020-21 for expenditure have been slated at Rs 5338.10 crore and Rs 6244.23 crore respectively.
