Govt to bring UP State Septage Mgmt Policy

With the entire state heading towards becoming open defection-free, the state government has decided to bring a new UP State Septage Management Policy for treatment of waste of the septic tanks in 652 urban local bodies by the year 2023.

The decision was taken on Tuesday in the state cabinet meeting which was chaired by Chief Minister Yogi Adityanath. The cost will be borne by the consumers and the new policy will have three phases. Till the end of 2019, the target of the septage management will be assessed and by 2021-end, the second phase will be completed when the  data is completed and by 2023, the whole process will be implemented.

Briefing mediapersons, state government spokesperson Sidharth Nath Singh said the new policy would cover around 5 crore people living in 652 urban local bodies.

“Presently, against the demand to dispose of 5560 MLD of sewerage through ODF and other schemes, there is a process to dispose of 3300 MLD sewerage through the existing STP while a 1280 MLD STP is under construction. The policy will revolve around seven R’s — re-cycle, re-design, recover, refine, reduce, refurnish and re-guide,” Singh said.

Recently, a media report had said that the government was planning to collect Rs 500 from each house per year for disposing of septage.

In another decision, the government approved the third phase of AMRUT scheme for Rae Bareli  to the tune of Rs 187.17 crore. The third phase of the scheme will be completed within six months. The government has already sanctioned Rs 49.83 crore for the first phase and Rs 62.05 crore for the second.

The UP government also decided to approve 7th Pay Commission wages to government-aided technical educations while pay scale of the vice-chancellors of three technical universities has been hiked to Rs 2.10 lakh per month. The government also changed the process for selection of principals of government-aided technical institutes as now the governing body head will be the chief of the selection committee while a representative of Technical Council will be its member.

 The state government also approved a proposal to give an alternative land to Nirmal Math in Varanasi, whose land at Lahori Tola will be acquired for Kashi Vishwanath temple corridor. The Math will be given around 400-500 sq metre of land outside the corridor. The government has already sanctioned Rs 398.33 crore for the corridor in which of the total 298 buildings identified, 247 have been demolished.

The government has also decided to set up a fishery welfare fund to the tune of Rs 100 crore for the benefit of fisheries communities, including creation of job opportunities to the youths. The government sanctioned Rs  25 crore on Tuesday.

The state cabinet has also prorogued the state legislature which was called for a special session for two days from October 2 on the occasion of the 150th birth anniversary of Mahatma Gandhi.

Yogi Adityanath passed a resolution in the cabinet that the government is committed to making efforts to implement the 16-point UN resolution in the state.
