Hry to have uniformity with UPSC in HCS exams

The entrance test for Haryana Civil Service (Executive Branch) will now be similar to the pattern being adopted by the  Union Public Service Commission (UPSC), the State Cabinet decided on Tuesday.

The Cabinet which met under the Chairmanship of Chief Minister, Manohar Lal here approved the amendment in the Haryana Civil Service (Executive Branch) Rules, 2008 in order to bring more similarity and uniformity with the pattern being adopted by UPSC.

After the amendment, there will be 4 papers (3 compulsory and 1 optional) in the main written examination for the post of HCS (Executive Branch) and Allied Services. However, the list of 23 optional subjects and syllabus for compulsory and optional papers already notified by the State Government will remain unchanged.

At present, the main written examination of HCS and Allied Services consist of 5 papers namely one paper for English, one for Hindi, one for General Studies and one paper each for two optional subjects to be chosen from the list of 23 optional subjects.

After this amendment, the main written examination comprising 4 papers will carry total 600 marks. While Paper I of  English (including English essay) and  Paper II Hindi (including Hindi Essay) (in Devnagri Script) will be of 100 marks each, Paper III of General Studies and Paper IV in one subject to be selected from the list of 23 optional subjects will carry 200 marks each respectively.

The question papers for the examination will be of conventional (essay) type and each paper will be of three hour’s duration. Candidates will have the option to answer all the question papers.

Except the language or literature papers, in English or Hindi.

AMENDMENT IN HARYANA MUNICIPAL ACT

The Cabinet approved amendment in Haryana Municipal Act, 1973. As per the amendment, the election of President in Municipal Councils and Municipal Committees will now be held directly by the eligible voters under the supervision and control of State Election Commission on the pattern of election of Mayors of Municipal Corporations. The provision has also been made in the Act that members of the House of the People and Legislative Assembly of a State will not have right to vote for the election and no confidence motion of the Vice President similar to the Corporation.

JOB TO SON OF BRAVE POLICE OFFICIAL

Haryana Cabinet has decided to provide Job of Constable to Vikas son of ESI Dharambir by giving relaxation in Haryana Compassionate Assistance to the Dependents of the Deceased Government Employees (Amendment) Rules, 2014. Dharambir sustained bullet injuries in his head in the line of duty and he is still unconscious and in critical condition and there is little hope of his survival.

On September 8, 2017, a police Escort Party consisting of Dharambir and seven other police officials  were deployed for producing accused before court of Sub-Divisional Judicial Magistrate (SDJM), Mohindergarh (Narnaul).

The accused tried to escape from the police custody and they succeeded despite best efforts of the police escort party.

Meanwhile, five criminals came with arms and started indiscriminate firing on the police party and took away accused from the police custody.

In this attack, Dharambir and two other police officials sustained bullet injuries. ESI got bullet injuries in his head and he is still unconscious and in critical condition.

AGE FOR LAW AND LEGISLATIVE DEPTT FIXED

The Cabinet approved the draft of Haryana Law and Legislative Department (Group A) Service Rules, 2019 as per which no person will be appointed to any post in the service by direct recruitment who is less than 21 years or more than 42 years of age on the last date of submission of application to the Commission.

Recruitment to the service will be made in the case of Deputy Legal Remembrancer and Deputy Secretary by promotion from amongst Assistant Legal Remembrancer or by transfer or deputation of an officer already in the service of any state government or the Government of India.
