Rules of business of assembly to be simplified: Mahana

Uttar Pradesh Assembly Speaker Satish Mahana said the rules of business for the conduct of the proceedings of the UP Assembly would be simplified for further increasing the participation of all members of the state legislature in the proceedings of the House. 

He said the issue would be placed before the rules committee of the House.

Mahana said the Vidhan Bhawan would complete 100 years of its existence on December 15 next.

Addressing a press conference on completing six months in office on Thursday, Mahana said the perception of the people about the state assembly had changed after a series of innovative measures taken by the state legislature.

He said the Uttar Pradesh Assembly had sent a positive message across the country and many state assemblies were keen to implement the UP model like the e-Vidhan portal in their respective states.

Mahana said this had been made possible with the cooperation by the treasury benches, leader of opposition Akhilesh Yadav and leaders of other opposition parties.

Mahana said Prime Minister Narendra Modi had given some tips for smooth conduct of the state assembly. He said following the advice of the prime minister, innovative measures were taken by the UP Assembly

He said for the first time in the history of UP Assembly, groups of MLAs were formed on the basis of their profession and formal interaction was organised. He said a day was devoted to the participation of only women members in the assembly proceedings in the recent monsoon session which concluded on September 23. He said a booklet of the proceedings of the women’s session would be published soon and sent to all the state assemblies.

“I have so far interacted with 170 MLAs in specific groups and I hope to interact with all the members by the end of March next year,” Mahana said. 

He said it was a new tradition and it had given very positive results. He said earlier members complained of not getting enough opportunities in the House to speak but now all members vied with each other to put across their points in the House and all were getting opportunities.

The assembly speaker said the state legislature also intended to contribute in realising the dream of Prime Minister Narendra Modi for taking the size of the state’s economy to one trillion US dollars. He said the group of MLAs from all political parties would meet the captains of industry and industrial houses for interaction. He said the MLAs would meet the leaders of the business houses and invite them to make investments in Uttar Pradesh.

The UP Assembly also intends to focus its attention on the quality of parliamentary reporting by the media. Mahana said soon a workshop would be organised for interaction with media persons and for updating them with the finer details of the rules of business for the conduct of the proceedings of the state assembly.

Mahana said in future the state assembly intended to organise a youth parliament in which students from across the state would participate. He said the students would have a first-hand experience of the functioning of the state legislature.
