District Election Officer cum Deputy Commissioner Shekhar Jamuar dismissed Junior Engineer, Raju Prajapati posted at Bhawanathpur block on contract on the charge of dereliction of duty while conducting the duty in Lok Sabha, after detailed inquiry.

According to a press release issued by the IPRD Garhwa, Junior Engineer who was posted at Srinagar inter-state Check Post under Hariharpur police Out Post was found absent from the duty during a check of Sub-Divisional Officer (SDO) cum ARO Nagar Untari. SDO deputed to BDO to enquire into the matter and submit a report. BDO submitted a report to the SDO. He mentioned in a report that  Junior Engineer, Block Bhawanathpur has written  'District Administration Ranchi, On Government Duty and Civil Engineer cum Future Chief Minister Jharkhand Government, Ranchi on his personal vehicle (THAR) jeep and Administration is written on the back of the jeep.

As a result, the Sub-Divisional Officer,  Nagar Untari sought an explanation to the  Prajapati through vide letter no. 94/Nirva, dated- 29.03.2024, in light of which  Prajapati submitted an explanation to the Sub-Divisional Officer, he mentioned that due to being employed in the Vehicle Cell under Bhawanathpur Block, he could not appear at Srinagar Ghat Check post  on the said date, but in the light of the explanation submitted by JE , the Sub-Divisional Officer not satisfied and it's   reported to DC through vide letter no. 102 dated 02.04.2024 mentioned that  Prajapati has been deputed to the Vehicle Cell of Bhawanathpur Block, but on 28.03.2024, his presence has not been recorded in the Vehicle Cell.  In the light of the clarification provided by  Prajapati, the Sub-Divisional Officer, has provided the opinion that  Prajapati has tried to mislead by submitting clarification by giving wrong information, his said act reflects gross negligence and dereliction of duty towards election work, in light of which it has been recommended to take strict disciplinary action against  Prajapati.

In light of which the Block Development Officer, Bhawanathpur-cum-Flying Squad Magistrate has investigated the  matter and registered a case against junior engineer for violation of Model Code of Conduct, Bhawanathpur Police Station Case No. 46/24 dated 29.03.2024 u/s 188/171 F/290IPC, 134A R.P. Act 1951 & 179(1) Μ.V. Act 1988.

In view of the report,DC  sought explanation through vide  letter no. 296/P dated 30.03.2024. The clarification has been replied by JE which is not satisfactory. Also, the Project Director, (Administration), Jharkhand Urban Infrastructure Development Company Limited, (JUSCO Ltd.), Jharkhand, Ranchi has informed through letter no. 5160/ dated 30.03.2024 that  Raju Kumar Prajapati has been working as Assistant Project Manager in JUSCO Ltd. from 18.12.2019 to 13.08.2020 at JUSCO Ltd. Headquarters and as Assistant Project Manager in Dhanbad Headquarters from Office Order No. 52, dated 14.08.2020.  Again, by office order number 13, dated 08.02.2021, the headquarters of  Prajapati has been fixed as Garhwa, associating him with Majhiaon Urban Water Supply and Pradhan Mantri Awas Yojana, Garhwa . In the light of the above, clarification was sought from Shri Prajapati by letter number- 302 dated 01.04.2024 of this office, but the reply to the clarification has not been submitted by Shri Prajapati till now. From which it appears that Shri Raju Kumar Prajapati, Junior Engineer has nothing to say in his defense.

Regarding his appointment, in the light of the service contract  attached with the departmental letter no. 1899 dated 01.10.2021 of Panchayati Raj Department, Jharkhand, Ranchi, it is mentioned in clause 4 of the affidavit submitted by him that the service contract will be full-time. That is, during the service contract period, he will not be allowed to work at any other place / institutions etc., which he has not followed. Also, the Model Code of Conduct has also not been followed.

In view of the recommendation received from the Sub-Divisional Officer,the explanation received from Shri Prajapati being unsatisfactory and the letter of the Project Director, (Administration), Jharkhand Urban Infrastructure Development Company Limited, (JUSCO Ltd.), Jharkhand, Ranchi, Raju Kumar Prajapati serving simultaneously in two government institutions which is a violation of the contract, the service contract of Shri Raju Kumar Prajapati, Junior Engineer, 15th Finance, Block Bhawanathpur has been terminated, DC said.
