CS asks DCs to prepare calendar, complete works in time

Chief Secretary Alka Tiwari has directed to resolve the problems arising in the implementation of schemes due to various reasons at the district level by making coordination. She told all the Deputy Commissioners of the state to prepare a calendar and settle the works. Hold meetings related to various issues as per the calendar. Submit its report to the departments on time. This will not only speed up the implementation of the scheme but will also provide convenience to the departments.

She said that due to disruption of schemes, the state is not able to get the benefit of the amount spent on it, so while doing physical inspection of the schemes, focus on resolving the problems. On Thursday, she was reviewing those schemes of various departments, which are disrupted at the district level due to this or that reason, or are victims of delay.

The review by the Chief Secretary revealed that the progress of most of the schemes has reached 70 to 80 per cent and there are obstacles in completing the remaining work. She directed to resolve the problem of land in the implementation of Ranchi Urban Sewerage Scheme, Water Supply Scheme and Pumping Station of the Urban Development Department in a time bound manner. The Ranchi DC informed that most of the cases have been resolved.

Similarly, the problem of land came up for implementing the urban sewerage treatment plant and water supply schemes in Ramgarh, Dhanbad, Koderma, Sahibganj, Saraikela-Kharsawan, West Singhbhum, Palamu and Bokaro. The Deputy Commissioners were directed to take special initiative and ensure the availability of land on time. The Department of Drinking Water and Sanitation informed that the situation of connecting every house through Nal Se Jal Yojana and declaring villages ODF by constructing toilets is almost in the final stage, but the scheme remains incomplete due to four-five houses in the villages not being covered by this scheme. The CS asked the DCs to take extra interest and complete this work as soon as possible.

The Higher and Technical Education Department informed that there is a problem of land for the construction of degree colleges, polytechnic colleges and government engineering colleges in various districts. The CS directed the Deputy Commissioners to coordinate with the concerned department and provide land. Emphasizing on the proper use of the resources provided by the School Education Department in the selected schools with the help of Sampark Foundation for quality education, he said that this would be in the interest of the state.

During the review of PM Kisan Yojana, Birsa Gram Saha Samik Pathshala, Birsa-PM Crop Insurance Scheme, Chief Minister Pashudhan Vikas Yojana, ICDP and DCDC related to the Agriculture Department, it was found that the application for insurance has been given for more land than the actual land for the crop insurance scheme. Regarding this issue, the CS directed to investigate the applications and reject the unauthorized claim. Under the Mukhyamantri Pashudhan Vikas Yojana, he asked to ensure insurance of animals along with giving them to the beneficiaries. Along with this, the DCs were directed to hold regular meetings of the District Level Monitoring Committee and District Cooperative Development Committee to review the progress of various schemes related to agriculture.

During the review of various ongoing projects of the Water Resources Department in the state, it was found that the schemes are being affected due to encroachment on acquired land, forest clearance, local disputes, land acquisition, compensation etc. The CS directed all the concerned DCs to remove the obstacles at the administrative level for smooth functioning of the schemes. Apart from this, the problems related to the districts of the Revenue, Registration and Land Reforms Department and Energy Department were also reviewed and appropriate instructions were given to the DCs.
