Controller General of Accounts (CGA) Shri Shyam Sundar Dubey inaugurated the first Regional Conclave on Public Financial Management System (PFMS) held on May 2, 2025, at RCVP Noronha Academy of Administration & Management, Bhopal. In his opening address, he highlighted PFMS’s vital role in ensuring transparency and efficiency in fund disbursement.
Dubey stated that PFMS is a robust and integrated network system connected with several institutions, including ministries, departments, banks, the Reserve Bank of India, and the National Payments Corporation of India. He emphasised that this strong system has helped eliminate duplicate and fake beneficiaries, resulting in savings of approximately Rs3.48 lakh crore to date.
Madhya Pradesh Chief Secretary Anurag Jain graced the occasion as the Chief Guest. He welcomed the PFMS initiative and shared insights from his experience during his deputation at the central government. He praised PFMS’s role in the implementation of the SNA-SPARSH system, under which the government no longer needs to borrow funds for idle parked money.
Jain further stated that PFMS has become the foundation of modern public financial management. It has empowered state governments to deliver welfare schemes swiftly, transparently, and accountably to the last-mile beneficiaries. He appreciated the collaborative efforts of PFMS, RBI, and state governments, calling it a significant step toward realising the vision of Digital India.
Senior PFMS officials delivered detailed presentations on various modules of the system. Participants included officers from the Finance Departments, Directorates of Treasury Accounts, and multiple departments and ministries of the participating states—Madhya Pradesh, Bihar, Odisha, Jharkhand, and Chhattisgarh.
The conclave provided an in-depth overview of recent functionalities in PFMS, including modules like SNA-SPARSH, DBT, and DBT-SPARSH. It also served as a platform for gathering feedback from implementing agencies, government departments, and direct beneficiaries to enhance the system further. Participants from various states also received resolutions to their technical queries related to SNA-SPARSH.
Similar regional conclaves will be held in other states in the near future.
