Congress in Haryana seeks time to meet Governor; Says ready to parade all MLAs

Two days after three Independent MLAs withdrew support to the Nayab Singh Saini Government, the Haryana Congress on Thursday wrote a letter to Governor Bandaru Dattatreya, seeking an appointment. The former Chief Minister and Leader of Opposition Bhupinder Singh Hooda said that with the withdrawal of support by three independent candidates, the BJP-led government in the State has lost majority. Congress party is ready to parade all its MLAs before the Governor, he added.

Talking to reporters after a workers' meeting in Bhiwani, Hooda said the Congress delegation of 30 MLAs would also reach Chandigarh soon.

The former Chief Minister said that 45 of the 88 sitting MLAs in the Haryana Assembly, including 30 MLAs of the Congress, 10 of the JJP, 3 Independent MLAs who have recently switched over to the Congress, Independent MLA from Meham Balraj Kundu and INLD MLA Abhey Chautala, were against the Saini-led government.

“Today an unconstitutional minority government is running in Haryana. In such a situation, the Governor should give time to parade all the MLAs in front of him. Congress is ready to parade all its MLAs before the Governor,” he said.

In response to a question on JJP writing a letter to the Governor, Hooda said that JJP should also organize a parade of all its 10 MLAs before the Governor.  “If this happens, then there will be a total of 45 MLAs including 30 Congress, 3 independents supporting Congress, 10 JJP, Abhay Chautala and Balraj Kundu, who are not supporting the BJP government, as on date. In the House of 88 MLAs, the BJP government has the support of only 43 MLAs,” he stated.

He said the state government itself should resign on moral grounds. Assembly elections should be conducted soon by imposing President's rule in the state. “It’s not necessary to tell you everything,” said Hooda, when asked if more MLAs on the BJP side are in touch with him.

Three independent MLAs including Sombir Sangwan (Dadri), Randhir Singh Gollen (Pundri), and Dharampal Gonder (Nilokheri) withdrew support from the BJP Government and extended it to the Congress party on Tuesday.  Though the Saini Government maintains that there is no immediate threat to it and its leaders state that "the government will complete its full term", the Opposition has stepped up the ante against the ruling party.

Talking to reporters, the former Haryana Chief Minister Manohar Lal Khattar claimed that many MLAs are in touch with the BJP and there is "nothing to worry about". Chief minister Nayab Singh Saini too asserted that there was no problem for the government.

Political observers said that the BJP government appears safe for now. According to prevailing norms, a no-trust motion against a government can't be moved within six months of the previous one. In this case, the BJP government in Haryana had faced the no-confidence motion in February. The assembly elections are due in Haryana in October this year.

Dushyant seeks floor test in Haryana Assembly, writes to Governor

Jannayak Janta Party (JJP) leader Dushyant Chautala on Thursday wrote to Governor Bandaru Dattatreya seeking a floor test for the present State government to prove its majority on the floor of the House. This comes days after three Independent MLAs withdrew support from the BJP government, extending support to the Congress.

In the letter, Dushyant has urged Haryana Governor Dattatreya to summon a session of the Haryana Vidhan Sabha and sought a floor test since the “incumbent government does not command a majority”.

While seeking directions to the competent authority, Chautala has said that if the government fails to call the session on the directions of the Governor, he may recommend President's rule in the state.

Quoting the numbers as the parties and Independents stand in the House, Chautala quotes Article 174 while seeking the Governor's intervention. He goes on to add that the Nayab Singh Saini Government was formed with the support of six Independents. While three have withdrawn support, one Independent MLA resigned from the House and his resignation was accepted on April 30, necessitating a floor test since the government no longer has the numbers, the letter adds.
