Haryana Govt to implement Visitor Pass Management System

With a view to provide smooth entry of official and non-official visitors to the Haryana Civil Secretariat here, Haryana Government has decided to implement a Visitor Pass Management System developed by the National Informatics Centre (NIC).

The District Secretariats could also use the same application in case they wished to implement this system in their mini-secretariats, said an official spokesman.

He said that the passes would be generated by the system and delivered through SMS to the visitors, who would present this SMS at the security counters at the Secretariat.

They would be allowed entry after the genuineness of the SMS is confirmed against the central database. Passes would also be issued at the entry gate of the Main Secretariat, said he.

He said that the passes for visitors could be generated through Reception using Visitor Pass Management System (VPMS), or through Centralised File Movement and Tracking Information System (CeFMaTIS) by personal staff of Ministers, Administrative Secretaries and Heads of Departments located in the Secretariats. Departments, Boards and Corporations intending to send officials to the Secretariats could also generate passes for their officials.

This facility could also be used by Departments to generate passes of private citizens wishing to meet Ministers or officials.

He said that the passes could be printed anywhere and the person carrying the printed pass would have to present it at the security

counters of the Secretariat, which have been enabled with electronic pass reading facility.

The spokesman added that a written communication in this regard has been sent to all Special Senior Secretaries, Senior Secretaries, Secretaries, Private Secretaries to Chief Minister, Ministers, Ministers of State, Chief Parliamentary Secretaries, Administrative Secretaries, Principal Secretary to Chief Minister and other officers attached with the Chief Minister.
