Speaker forms committees for House functioning

Sunday, 31 July 2022 | PNS | Ranchi

Jharkhand Assembly Speaker Rabindra Nath Mahto on Friday, the first day of the monsoon session announced the names of Presiding officers for the session. Speaker has named JMM senior MLAs Stepen Marandi, Jama MLA Sita Soren BJP legislator from Bhawanathpur Ramchandra Chandravanshi, Bokaro MLA Biranchi Narayan and Congress MLA from Kolebira Naman Bixal Kongari as member in Presiding officers.

The Presiding Officer guides the proceedings during Question Hour in House. The Officer has the power to decide whether a question is admissible or not, and may disallow any question. The Officer will disallow the question if he feels that it is an abuse of the right of questioning, or if the question obstructs the procedure of the House, or if it is against the rules of the House.

Apart from Presiding Officers, seven MLAs have been named in the business advisory committee. They are Speaker Rabindra Nath Mahato, Chief Minister Hemant Soren, Minister Alamgir Alam, Minister Satyanand Bhokta, MLAs CP Singh, Sudesh Mahato and Saryu Roy.

Champai Soren, Rameshwar Oraon, Nalin Soren, Stephen Marandi, Lobin Hembram, Nilkanth Singh Munda, Pradeep Yadav, Sarfaraz Ahmad, Ramchandra Chandravanshi, Aparna Sengupta, Vinod Singh and Purnima Niraj Singh have been named invitees.

The house paid condolences on the death of former Governor K Sankaranarayanan, other former ministers and MLAs, social activists, artistes and other personalities. Later, the house was adjourned till 11am on Monday 1 August 2022.

The Monsoon session of Jharkhand assembly began on Friday 29. The ninth (Monsoon) session of the fifth Jharkhand assembly will start at 11am on 29 July 2022 and it will continue till 5 August.

The Monsoon session will be of six days with holiday on 30 and 31 July being Saturday and Sunday, respectively.

In this session, the state government has made preparations to re-introduce the Anti Mob Lynching Bill and important bills related to the establishment of Tribal University in the state. Both these bills were passed by the Assembly earlier, but due to the difference in their Hindi-English translation, the Governor returned them without signing them.

On the first day of Monsoon session, the Speaker also welcomed newly elected Mandar MLA Shilpi Neha Tirkey.

Congress candidate Shilpi Neha Tirkey won the by-election to Jharkhand's Mandar seat on Sunday, defeating her nearest rival, BJP's Gangotri Kujur, by a margin of 23,517 votes.

The by-poll was necessitated after the disqualification of Bandhu Tirkey as an MLA in the wake of his conviction in a corruption case.
