Guidelines issued for in-service docs’ study leave

After sanctioning compensatory leave for the medical officers, the Health and Family Welfare Department on Wednesday issued guidelines for sanction of study leave and drawal of salary of medical officers of the Odisha Medical and Health Service (OMHS) cadre during the period of study leave.  

 

Health and Family Welfare Secretary Shalini Pandit has issued guidelines in this regard to all Chief District Medical and Public Health Officers (CDM and PHOs).

  

While relieving the regular in-service doctors for undergoing PG study the relieving authority is to intimate the medical officers that she /he has to submit an application to the authority of the institution where she/he is pursuing PG study for forwarding the absentee statement to the CDM and PHO each month for drawal of their salary, as per the guidelines.

 

The relieving authority will have to intimate the authority under whom the medical officer will pursue study, to submit the absentee statement of the doctor each month to the concerned CDM and PHO for drawal of their salary during the PG study period.

 

Then, the concerned CDM and PHO will have to submit the list of doctors relieved for PG study along with their date of joining in the institution and the original bond for the PG study period as per earlier order issued by the department for sanction of the study leave.

 

Moreover, the regular in-service doctors have to submit an undertaking in the shape of an affidavit to the concerned CDM and PHO whether to receive salary or to receive stipend from the institution where they are pursuing PG study in lieu of salary of OMHS cadre.

 

In case of discontinuance of the PG study, the doctor concerned has to refund the entire salary received for the study leave period, it said.

 

A few days back, the Government has allowed off-days in lieu of notified public holidays to the OMHS cadre working at District Headquarters Hospitals (DHHs) and other peripheral health institutions under the administrative control of CDM and PHOs
