HC directs CBI to file status report in JPSC exam ‘rigging’

A public interest litigation (PIL) seeking investigation of the first and second JPSC examinations was heard in the Jharkhand High Court on Wednesday. During the hearing, the court directed the CBI to file a status report. Now the High Court will hear this case on January 15.

Budhdev Oraon one of the JPASC aspirant had filed a public interest litigation in 2008 alleging irregularities in all JPSC 1, 2 examinations. The investigation in this case has been completed. The CBI investigation has revealed that there has been massive rigging in the first and second JPSC examinations. According to the information given by the CBI to the High Court before the trial court, it has come to light in the investigation so far that not only the marks of about 100 candidates were increased by overwriting in their copies and tampering with the answer sheets, but they were also given more marks in the interview. This has also been confirmed in the FSL (Forensic Science Laboratory) investigation.

In all this, the role of the then Chairman of JPSC Dilip Kumar Prasad, the then member of JPSC Radha Govind Nagesh and the coordinator Parmanand Singh was very important.

In the second JPSC appointment scam case, the CBI has completed its investigation after about 12 years and filed a chargesheet in the Ranchi CBI Special Court. In this chargesheet, 70 people including the then Chairman of JPSC Dilip Prasad have been made accused. The chargesheet also contains the names of such officers who have been promoted from DSP to SP. The CBI has revealed in its chargesheet that the marks of 12 candidates were increased on the instructions of the then member and coordinator of JPSC.

The marks of many candidates were increased by making cuts in their copies and the actual marks obtained in the interview of the successful candidates were also increased. The CBI chargesheet includes the names of the then JPSC chairman Dilip Kumar Prasad, members Gopal Prasad Singh, Shanti Devi, Radha Govind Singh Nagesh, Alice Usha Rani Singh, Arvind Kumar, Sohan Ram, Prashant Kumar Layak, Radha Prem Kishore, Vinod Ram, Hari Shankar Baraik, Hari Shangar Singh Munda, Ravi Kumar Kujur, Mukesh Kumar Mahato, SA Khanna, Bateshwar Pandit, coordinator Parmanand Singh, Albert Toppo, S Ahmed, Nandlal, Kundan Kumar Singh, Mousami Nagesh, Kanuram Nag, Lal Mohan Nath Shahdev, Prakash Kumar, Kumari Geetanjali, Sangeeta Kumari, Rajnish Kumar, Shivendra, Santosh Kumar Chaudhary, Kumar Shailendra and Hari Oraon.

Let us tell you that the Jharkhand High Court had handed over the investigation of this case to the CBI in the year 2012 during the hearing of a public interest petition.
