Demand for shifting DVC headquarter from Kolkata

JMM MLA from Gandey Sarfaraz Ahmed on the last day of the budget session raised the matter related to Damodar Valley Corporation (DVC) during the calling attention motion. Ahmed through his question demanded shifting of DVC headquarters from Kolkata to Ranchi stating that if the command area of DVC in Jharkhand, then why the headquarters is in Bengal.

Drinking water and sanitation minister Mithilesh Kumar Thakur replying to the query posed by JMM lawmaker said that the DVC agreement paper, which was signed in 1948 is missing. The agreement paper is neither with Bengal nor with Bihar. The minister said that on several occasions Jharkhand had put its demand to both Bihar and Bengal demanding agreement paper but no step has been taken in this connection. Minister Thakur said that concrete decisions will be taken after the end of Bengal elections by holding secretary-level meetings of three states.

 Sarfaraz Ahmed said that if coal and water is ours and why electricity is provided to Bengal. Despite this, the DVC is troubling the State Government.

Meanwhile, during the last day of the budget session the bill related to 75 per cent reservation to local youth in the private sector could not be passed in the Legislative Assembly. Sources said that many errors were detected in the bill. A total of 22 MLAs had brought the amendment proposal. After which the Chief Minister has decided to send this bill to the Select Committee.

CPI (ML) MLA from Bagodar Vinod Singh on Tuesday also raised the issue of House rules and regulations for MLAs. Singh accused the government of violating the Assembly rules. The MLA asked the Speaker Rabindra Nath Mahto whether the Assembly manual is only for the MLAs. Is the government above this manual?

The MLA was upset as a copy of 75 per cent reservation for locals in the private sector was not provided to lawmakers three days before the discussion. BJP MLA Amit Mandal raised the issue of anomalies in the pass marks in GS paper 1 and GS paper 2 in the 7th and 10th JPSC exams.

On the last day of session, BJP MLA Bhanu Pratap Shahi made a strange allegation against Congress MLA Irfan Ansari. Shahi raising the issue under the arrangement said that Irfan Ansari only questions the matter related to minorities in the house during the budget session.  He said it has been observed that Ansari only raises issues of Urdu teachers, madrasas and minorities. “If anyone is having trouble with my words, then all their questions should be looked at,” said Shahi.

-The Assembly Speaker intervened on this question of Bhanu Pratap Shahi saying that it is not so. The speaker reminded that the question related to Baba temple was raised by MLA Irfan Ansari.
