Hry CM directs to prepare audit report of every district

Haryana Chief Minister Manohar Lal on Wednesday directed that an audit report should be prepared for every district and detailed discussion should be held on it.

The Chief Minister was presiding over a meeting with regard to planning of Budget and Financial Management of the Panchayati Raj Institutions and Local Bodies held here. Chairman of the Sixth State Finance Commission, P Raghavendra Rao, was present in the meeting.

Khattar said that all monetary transactions will be done through online mode at the Panchayat level.

The Chief Minister said that we have to move towards building a new Haryana. He also directed to formulate the budget of each level on a prescribed form and send it before April 30 so that the budget can be released on time.

He further said that more budget should be released in the first two quarters in order to expedite the works in the first two quarters. Minimum budget should be released in the last quarter so that emphasis can be laid to complete the developmental works started in the first three quarters by the last quarter, he added.

While directing all the Panchayats to implement e-panchayats, the Chief Minister said that there will be transparency with the introduction of e-panchayats and e-offices.

It was apprised in the meeting that 2,713 Panchayats are presently implementing online payments in the state. On this, the Chief Minister suggested that it (online payment) should be implemented in every panchayat.

He said that the implementation of online mode in the system will bring in transparency and everything can be monitored closely.

It was also apprised in the meeting that so far, 55,000 vendors have registered on the e-Gram Swaraj portal.

Khattar said that the State Government is committed to expedite developmental works and there will be no shortage of funds for the same.

The Chief Minister elaborated that such a mechanism is being developed that anyone can give suggestions related to the development of the village concerned to the government. For this, the suggestion can be uploaded by visiting the Gram Darshan portal.

Such an arrangement has been made on the portal that this suggestion will be immediately visible to five persons (MP, MLA, Zila Parishad Member, Panchayat Samiti Member and Sarpanch). Thereafter any of these persons will be able to recommend the suggestion given, he added.
