RGPV VC Prof Sunil Kumar submits resignation to Governer

Thursday, 07 March 2024 | Staff Reporter | BHOPAL

Rajiv Gandhi Technological University (RGPV) Vice Chancellor Professor Sunil Kumar reached Governor House on Wednesday to resign.

According to sources at the Governor's House, he reached the Governor's House at around 11 am and submitted his resignation. However, nothing has been revealed yet whether the resignation has been accepted or not.

Professor Sunil Kumar was on leave, and as soon as he returned on Wednesday he reached the Governor House to submit his resignation.

RGPV sources said that Vice Chancellor Professor Sunil Kumar reached the university at around 10 in the morning. Here he met HODs of various departments. He called the HODs of different departments of the university to the cabin. Discussed departmental activities with everyone for 20 minutes. After this he publicly announced his decision to resign. After about 15 minutes, he left the university for Governor House.

After the embezzlement of crores of rupees in the university was exposed, the RGPV administration has frozen all its bank accounts. It especially has accounts of Axis Bank and Union Bank. No transaction can be done with these banks without the permission of RGPV administration. Only salary accounts have been kept active.

In this entire game of corruption, transactions worth Rs 200 to 250 crore are under investigation. After the transfer of Rs 50 crore, illegal withdrawal of about Rs 20 crore has been revealed, and the remaining is being investigated.

University Vice Chancellor Prof. Sunil Kumar, then Registrar RS Rajput, Finance Controller Hrishikesh Verma are accused of depositing Rs 19.48 crore of the university in the personal account of Kumar Mayank. The signatures of the Vice Chancellor, the then Registrar and the Finance Controller on the checks of these rupees deposited in the accounts of Kumar Mayank and Dalit Sangh have been found by the three-member committee investigating the matter.

Why are the FD numbers of Pipariya and Katara branches the same?

Registrar Mohan Sen said that investigation is going on regarding the missing money of RGPV, and it has come to light that the FDs made in the bank accounts of Katara Hills and Pipariya of the University are number one. This is not practically possible. There are four FDs of Rs 25 crore each in the Pipariya branch of the bank. In this, the numbers of 3 FDs are correct, but the number of one FD is same in 2 branches of the same bank. This is being investigated, and one of these FDs is likely to be fake. Not only this, the interest rates of this bank have also been mentioned differently at the same time.

Registrar Sen has expressed apprehension that financial irregularities have also been played out through note sheets in RGPV. Since the note sheets are not numbered here, there is a possibility that the file may disappear after being moved. In this, the officials concerned may have been protecting themselves by making the files related to financial misappropriation disappear, because even the complete information about the files is not being revealed.

According to Registrar Sen, after taking over as Registrar, when he came here after normal work, he asked for information about the bank accounts of RGPV from the employees and officers. On this, someone mentioned 22, someone 24 and someone 26 accounts. After this, when the list was asked, information about thirty accounts came. Due to this, there was suspicion of a game of accounts here. Even correct information about the bank statement was not available.

RGPV also had accounts in Pipariya and Katara Hills, information about which was not given here. When the investigation was done, it was found that two accounts, current and savings, were opened in the bank in the Katara Hill branch, whereas one account was supposed to be opened here. Besides, the question has also arisen as to why RGPV needs to open a current account. This also points towards the irregularities of the previous officers.

Sen also said that the RGPV administration is not aware of how many assets the university owns.

There is no asset register here. The possibility of manipulation in these assets also cannot be ruled out. There is no coding of the property on the campus itself. The information about the assets for which work has not been done should be completely clear.
